Do I need a permit for a shed in Morro Bay, California?
Sheds are allowed in Morro Bay if they meet your district's setback, height and lot-coverage rules and stay behind the front line of the house. A small shed under 8 feet tall and 120 sq ft can go right up to the interior side or rear lot line if it's behind the house (not in the front or street-side setback). Bigger sheds must meet the regular setbacks (3-10 ft in RS districts) and be at least 6 feet from any home.
| General rule | Must meet district setback, height and lot coverage [1] |
| Small shed (under 8 ft tall and 120 sq ft) in side/rear setback | May extend to the lot line if behind the house [2] |
| Separation from dwellings (8 ft+ tall or 120 sq ft+) | At least 6 ft from any dwelling on the same or adjacent lot [3] |
| Front-yard placement | Roofed accessory structures can't project beyond the front building line [4] |
| RS setbacks for larger sheds (interior side / rear) | 3-5 ft side; 5-10 ft rear, by lot size [9] |
| Max lot coverage (RS districts) | 45-50% depending on lot size [7] |
| Plumbing allowed | Washer, dryer, utility sink only if open floor plan [5] |
What counts
Sec. 17.23.020 covers roofed structures detached from the main building, including garages, carports, sheds, workshops, gazebos and covered patios. It also covers open structures such as decks, play equipment and trellises over 18 inches tall. A detached accessory structure can only be built on a lot that already has a permitted main building.
Setbacks and placement
Accessory structures must meet the setback, height and lot coverage rules of their district [1]. The setback encroachment table lets small structures under 8 feet tall and 120 sq ft extend to the lot line when located behind the primary structure, but not into the front setback [2]. The table's columns are front, street (corner) side, interior side and rear; the small-structure row says "shall not encroach" across the front and corner-side columns and "may extend to lot line" across the interior-side and rear columns. Larger sheds must meet the regular setbacks. In the RS table [9], RS-A lots of 2,500 sq ft or less need 3 ft interior side and 5 ft rear; lots of 2,501-4,300 sq ft need 10% of lot width (max 5 ft) and 5 ft rear; lots over 4,300 sq ft need 5 ft and 10 ft; RS-B needs 5 ft and 5 ft. Corner-side setbacks are 6 to 15 ft. Roofed accessory structures 8 feet or taller, or 120 sq ft or larger, must be at least 6 feet from any existing or under-construction dwelling, on your lot or the neighbor's [3]. Roofed accessory structures can't project beyond the front building line of the house [4].
Height and coverage
The code sets no separate shed height cap; the district building height applies (25 feet in most RS areas, lower in the one-story RS-B district). Maximum lot coverage in RS districts is 50 percent of the lot, except 45 percent on RS-A lots over 4,300 sq ft, counting all structures [7].
Plumbing and bathrooms
A detached accessory structure may have plumbing for a washer, dryer or utility sink only with an open floor plan and no interior partitions [5]. A bathroom in a structure not approved as living space requires a recorded deed restriction against conversion to living space [6]. To make a shed livable, see the ADU rules.
Coastal and building permits
Storage sheds for an existing single-family home are generally exempt from a coastal development permit, except on a beach, in wetlands or sensitive habitat, in highly scenic areas, within 50 feet of a bluff edge, or for significant non-attached structures in appealable areas [8]. Our sources don't include Morro Bay's building permit thresholds; check with the Building Division.

Next steps
- Confirm your zoning district and its setbacks with the Community Development Department (955 Shasta Avenue, 805-772-6267).
- Place the shed behind the front line of the house; if it's under 8 ft tall and 120 sq ft, it may sit at the side or rear lot line behind the house.
- Keep a larger shed at least 6 ft from your house and the neighbor's house, and check lot coverage.
- Ask the Building Division whether a building permit is needed (state code exempts most one-story sheds of 120 sq ft or less) and whether your lot needs a coastal development permit.

California state rules for sheds and accessory buildings
Where a shed can go (setbacks, height, lot coverage, front-yard limits) is set by your city or county zoning code. The state sets the building-permit baseline:
- Permit exemption: the 2025 California Residential Code (R105.2) exempts one-story detached accessory structures used as tool and storage sheds, playhouses and similar uses if the floor area is 120 sq ft or less. Bigger sheds need a permit, and electrical or plumbing work needs its own permit. Some cities have amended these thresholds.
- Other exempt work in the same list includes fences up to 7 ft and decks up to 200 sq ft that are no more than 30 inches above grade and not attached to the house.
- Exempt doesn't mean unregulated: zoning setbacks, HOA rules and easements still apply, and some cities require a zoning clearance even for small sheds.
- Turning a shed or garage into living space is covered by the state's ADU law (Gov. Code §66314). An existing accessory structure converted to an ADU needs no added setback, and new ADUs need no more than 4-foot side and rear setbacks (see ADUs).
- Wildfire areas: in a state responsibility area, owners must keep 100 feet of defensible space around buildings (Pub. Res. Code §4291). Local fire-hazard rules may limit what you can build or store near structures.
- Coastal zone: a new structure is "development" and may need a coastal development permit (Pub. Res. Code §30106).
