Allowed with a permit

Rockport's Inspectional Services lists tool sheds among the work that needs a building permit, with no size threshold, although the state building code exempts one-story sheds of 200 square feet or less, so ask Inspectional Services about a small shed. Under the zoning bylaw a shed must be at least 10 feet from side and rear lot lines, 15 feet from other buildings (10 feet in the General and Downtown districts), and behind the front-yard setback, which is 20 feet in the residential districts.

Permit

Inspectional Services lists tool sheds among the projects that require a building permit [1]. The fee is $7 per $1,000 of estimated construction cost, with a $35 minimum [2]. The application asks for one copy of plans and specifications for small additions and sheds, plus a site plan [10]. The town's list gives no size threshold, but the state building code exempts one-story sheds of 200 square feet or less from a building permit (see state rules below), so ask Inspectional Services whether its permit requirement applies to a small shed. Zoning setbacks apply to every shed either way.

Where it can go

The zoning bylaw's dimensional schedule (read from the table's district columns SRAA, SR, RA, R, SMR, G, D) sets accessory-building rules: at least 15 feet from other buildings in the SRAA, SR, RA, R and SMR districts and 10 feet in the General and Downtown districts [3], and at least 10 feet from side and rear lot lines in every district [4]. The front-yard setbacks in the schedule apply to all buildings and structures [5]: 20 feet in the residential districts, 15 in General, 10 in Downtown [12]. The Board of Appeals can reduce yard requirements for accessory buildings (but not ADUs) by special permit [8]. On larger homes (4,000+ square feet of combined floor area), the side setback rises to 20 or 25 feet [13].

Size and height

No building may exceed 30 feet or 2.5 stories without a special permit [6]. Sheds count toward building coverage, which is capped at 10% to 50% of the lot depending on district [7]. The bylaw sets no separate shed size limit.

Wetlands, flood zones and historic districts

The Conservation Commission's regulations create a permanent 50-foot No-Build Zone landward of any wetland where sheds are expressly banned [9]; in the Water Supply Protection Overlay District the No-Build Zone is 100 feet [15]. Work within 100 feet of a wetland needs Commission review. In the floodplain overlay district, sheds need a permit [14]. In the four local historic districts, new outbuildings need Historical Commission approval and should generally sit at the rear of the lot [11].

Next steps

  1. Measure your lot lines and plan the shed at least 10 feet from side and rear lines, 15 feet from other buildings, and behind the front setback.
  2. Check whether the site is within 100 feet of a wetland, pond, quarry pit or coastal bank; if so, contact the Conservation Commission first (no structures within 50 feet, or 100 feet in the Water Supply Protection Overlay District).
  3. If you're in a local historic district, get a Historical Commission certificate.
  4. Apply for a building permit at Inspectional Services, 26 Broadway (978-546-9218), or the online portal, with plans, specifications and a site plan.

Common questions

Do I need a permit for a shed in Rockport, Massachusetts?
It depends. Rockport's Inspectional Services lists tool sheds among the work needing a building permit, with no size threshold, but the state building code exempts one-story sheds of 200 square feet or less, so ask Inspectional Services about a small shed. Zoning setbacks apply to every shed either way.
How far does a shed have to be from the property line in Rockport, MA?
At least 10 feet from side and rear lot lines in every district, and behind the front-yard setback, which is 20 feet in the residential districts, 15 in General and 10 in Downtown. On larger homes (4,000+ square feet of combined floor area) the side setback rises to 20 or 25 feet.
How far does a shed have to be from my house in Rockport, Massachusetts?
At least 15 feet from other buildings in the SRAA, SR, RA, R and SMR districts, and 10 feet in the General and Downtown districts. The Board of Appeals can reduce yard requirements for accessory buildings by special permit.
Can I put a shed near wetlands in Rockport, MA?
Not within 50 feet of a wetland: the Conservation Commission's No-Build Zone expressly bans sheds there, and the zone is 100 feet in the Water Supply Protection Overlay District. Work within 100 feet of a wetland needs Commission review, and in the floodplain overlay district sheds need a permit.
Is there a size or height limit for sheds in Rockport, Massachusetts?
The bylaw sets no separate shed size limit. No building may exceed 30 feet or 2.5 stories without a special permit, and sheds count toward building coverage, capped at 10% to 50% of the lot depending on district.

Massachusetts building code rules for sheds

The Massachusetts State Building Code (780 CMR, 10th edition) sets when a shed needs a building permit. Your town's zoning sets where it can go.

  • No building permit needed for a one-story detached accessory structure used as a tool or storage shed, playhouse or similar, if the floor area is 200 sq ft or less (Residential Code R105.2).
  • Bigger sheds, or any with more than one story, need a building permit from your local building department.
  • Also exempt from a building permit: detached decks of 200 sq ft or less that are no more than 30 inches above grade, and greenhouses covered only in plastic film.
  • The exemption covers only the building permit. Electrical, plumbing or gas work in the shed still needs its own permits, and the shed still has to meet local zoning (setbacks, lot coverage, height). Many towns set accessory-structure setbacks even for small sheds.
  • Wetlands: putting a shed in a wetland resource area or within 100 feet of a wetland (or 200 feet of a river) may require Conservation Commission approval first, whatever its size.

The 10th edition took effect October 11, 2024 and has been the only code in force since July 1, 2025.
