Accessory Dwelling Units (ADUs) Yes. Carlisle allows one ADU per single-family lot, attached or detached, up to 900 sq ft or half the main home's floor area, whichever is smaller. You need Site Plan Review by the Planning Board (with a public hearing) before you can apply for a building permit, and neither unit has to be owner-occupied.Allowed with board review
Backyard Chickens Yes. Carlisle zoning allows agricultural uses, including poultry, as of right in its residential districts, but you need an annual written permit from the Board of Health to keep any livestock, which includes poultry. Manure piles must be at least 40 feet from the lot line, and roosters can't unreasonably disturb neighbors between 9 p.m. and 7 a.m.Allowed with a permit
Short-Term Rentals (Airbnb / VRBO) Carlisle has no short-term rental bylaw, license or registration. Zoning lets a homeowner rent rooms to up to three people at a time, regular or transient, as an accessory use; an ADU can be rented short-term only if the owner lives in the main house. You still must register with the Massachusetts Department of Revenue.Allowed
Fences Carlisle has no fence bylaw, so there's no local height limit for side or rear fences. Zoning keeps any structure taller than 5 feet out of the front setback (40 feet from the street in residential districts); treating a fence as a "structure" is how we read the bylaw, so confirm with the Building Department. At street corners, nothing between 3 and 7 feet high may block visibility within 6 feet of the street lines and 20 feet of the intersection.Allowed
Sheds & Accessory Buildings Yes. Tool sheds are allowed accessory structures. In most of Carlisle (District B), buildings must be 40 feet from side and rear lines, but a shed under 180 sq ft and under 15 feet tall can go 10 feet from those lines if it's at least 100 feet from the street. Near the town center (District A) the figures are 20 feet, or 5 feet for small sheds set at least 40 feet from the street. Carlisle's older General Bylaw requires a building permit for almost any building, but the state building code exempts one-story sheds of 200 sq ft or less and may override it, so ask the Building Department whether yours needs one.Allowed with a permit
Burn Permits & Backyard Fires Yes, with a Carlisle Fire Department permit in the landowner's name. You can burn brush only from January 15 to April 30, and you must call 978-369-2242 after 8:30 a.m. each day to activate the permit. Fires must be at least 75 feet from any structure or street, no larger than 10 by 10 feet, and out by 4 p.m.Allowed with a permit
Home-Based Businesses Yes. A resident can use part of the home or an accessory building as an office, studio or workroom for a profession or customary home occupation without a special permit, with up to three non-resident employees and no outward sign of business beyond one small sign. Shops, tea rooms, artisan storage and medical or dental offices need a special permit from the Board of Appeals.Allowed
Swimming Pools Yes. Carlisle's zoning bylaw lists a swimming pool as an allowed accessory use in residential districts, and it has no separate pool bylaw. You'll need a building permit; the bylaw's setbacks are written for buildings (40 feet from the street, and 40 feet from side and rear lines in most of town, 20 feet near the town center), so confirm with the Building Commissioner how they apply to your pool. Fencing follows the state building code.Allowed with a permit
Building Near the Water (Wetlands Rules) Work that could alter wetlands, banks, ponds, streams, floodplain or the surrounding Buffer Zone needs Carlisle Conservation Commission approval under the town's wetlands bylaw (General Bylaws Art. XIII), through a Request for Determination or a Notice of Intent. Carlisle's zoning also has a Wetland/Flood Hazard District overlay. In that district, expanding a house needs a Planning Board flood-safety determination, and accessory structures over 180 sq ft need a special permit.Allowed with board review
Docks, Piers & Floats Yes, with approvals. Carlisle's zoning allows piers and docks as of right in the Wetland/Flood Hazard District, as long as they involve no filling, earth removal or paving and all required state and federal permits are obtained. Because a dock alters a bank or land under water, you'll also need Conservation Commission approval under the town's wetlands bylaw. The town sets no dock size limits.Allowed with board review
